RALEIGH, N.C. —North Carolina’s state health agency is moving ahead with the first step of a multi-year plan to help move potentially thousands of mentally ill residents from adult care homes to affordable housing and less restrictive living conditions.
The state Department of Health and Human Services publicized Thursday the action plan, which responds to allegations made a year ago by the U.S. Department of Justice that the state was failing to comply with the Americans with Disabilities Act. the government threatened to sue unless improvements were made.
The plan is a calculated risk for state officials because federal attorneys haven’t told them whether it’s enough to avoid litigation. that could require a judge-approved agreement with the federal government that may be more rigorous and expensive to carry out.
Government lawyers said in July 2011 that thousands of people with mental illness were segregated from society in adult care homes that had essentially become mental health treatment centers without giving them access to community treatment.
The plan, which will cost $10.3 million this fiscal year, will begin moving at least 100 residents with severe mental illness outside the homes to other community housing. Based on their income and ability to function, the displaced residents also will get help with paying rent, job training and potential employment.
The eight-year plan, which could cost a total of $67 million, would work to create 3,000 “slots” for people seeking a full slate of community services, acting HHS Secretary Al Delia said. the number of people that move could be much more because not everyone will need all of the offered services, Delia said.
Those who want to stay in adult care homes can remain there, he told the Associated Press.
“People will have choice,” Delia said in an interview. “They will not be required to live in any one place, whether it’s in a facility or in the community.”
The DOJ investigation followed a July 2010 complaint by an advocacy group that found hundreds of adult care homes statewide had improper conditions and lacked trained staff, creating a dangerous environment.
The General Assembly set aside money in this year’s budget to begin the transition, which has been the subject of months of talks with the Department of Justice. Delia described HHS and the federal government agreeing largely on the improvements being made.
HHS is “moving forward on implementation because we believe that it’s the right policy,” Delia said.
Vicki Smith with Disability Rights North Carolina, the group that leveled the 2010 complaint, said the plan sounds good on the surface but lacks a method to require the state to carry out the plan completely. Smith pointed out there’s less than six months before Gov. Beverly Perdue leaves office and another administration arrives.
“Many of the people who are issuing these promises will not be around even at the end of the first year to ensure implementation,” said Smith, adding that the state has fallen short of expectations in the past when it comes to mental health treatment.
“I just don’t think people with mental illness can recover from another failed promise,” Smith said.
The department said it still doesn’t have an accurate count of the number of mentally ill residents in homes. DOJ wrote in July 2011 that 5,800 people with mental illness live at 288 adult care homes with at least 20 beds where people with mental illness comprise at least 10 percent of the population.
The action plan is one solution to deal with intertwined legal and government challenges involving North Carolina’s adult care homes, whose residents include people with chronic health problems, Alzheimer’s disease or mental illness. the homes don’t have medically intensive services that are found in nursing homes.
The state budget also set aside another $40 million in part to provide assistance to adult care homes that aren’t expected to receive some Medicaid reimbursements when a streamlined policy for personal care services goes into effect soon.
The plan’s unveiling came on the 22nd anniversary of the signing of the Americans with Disabilities Act. the 2010 complaint by Disability Rights North Carolina also was filed on Thursday’s date.

Trajectory Optimization
The Anser adjustable driver enables golfers to fine-tune trajectory through a combination of loft adjustment and shaft selection. The players can add or subtract ½ degree of loft and also choose one of four high-performance shafts to perfectly fit their swing — a process PING calls Trajectory Tuning™. The shafts are the PING TFC 800D, Aldila Phenom, Fujikura Blur Red, and the Mitsubishi Diamana ‘ahina. they vary in weight, stiffness profile, and the trajectory they deliver.

Performance-Engineered Hosel
Solheim said PING also advanced adjustability in its Anser driver and fairway woods by engineering its adjustable-hosel technology to be lightweight and sleek so it wouldn’t compromise performance.
“Most adjustable hosels are large and heavy, which takes weight away from more important areas of the club-head,” he said. “Our adjustable hosel is the same diameter and mass as our traditional fixed hosel. we saved weight through its sleek design and by using a lightweight titanium screw and an aluminum hosel sleeve. Looking down at the club from the address position, there’s a seamless transition from the shaft to the head.”
The Anser driver is available in 8.5º, 9.5º, 10.5º and 12º lofts. The Anser fairway woods are offered in 3-wood (14.5º), 4-wood (16.5º), and 5-wood (18.5º). Each is adjusted using aPINGtorque wrench, which loosens the club-head so golfers can set the loft to the desired position. in addition to changing loft, adjusting the hosel position allows a player to adjust the set-up face angle to his or her preference. Your pitching wedge will allow you to have more control over the distance of your shot and keep you from flying your golf ball way over the green.
Be sure to open your golf stance a little more than usual. Your right foot (if you’re right-handed) should be directly in line with the golf ball. Use a full swing with this shot. Don’t try to use a half or three-quarter swing, because you run a high risk of hitting the ball fat. Follow through on your back swing as you normally do. you may want to choke down on the grip to get better control, or to lower the distance the golf ball will travel. never try to guide the ball, let the golf club do the work.
Chip Shot the chip shot can be a great shot to master for your golf game. the idea of the chip shot is to hit it a short distance and let the golf ball roll toward the hole. Ideally, you want the ball to travel 1/3 of the way to the hole and let it roll the other 2/3 of the way. so, use the chip shot when you have a lot of green in front of you to work with.
When hitting the chip shot you will want to use a less lofted club, like a 7 or 8 iron. Line yourself up with right foot across from the ball. Keep more of your weight on your left side. you will use a half swing for this shot and finish with a half follow through. again, don’t try to guide the ball, let the club do the work.
Flop Shot this shot will take a lot of practice to master. you want to use the flop shot when you have to fly the golf ball over a sand trap, or perhaps a small tree that is in front of you and the pin. you will use the highest lofted golf club in your bag, usually a 60-degree wedge. the object is to get the ball up as high as possible and have it drop down and stick where it lands. Use a wide-open stance with this shot and try to pop the ball up. It will take a lot of practice to hit this shot effectively.

PORTLAND — The city’s municipal golf course will be scrutinized by a consultant, in what could be the first step toward having a management firm run the day-to-day operations.
The city has received bids from five consulting companies to evaluate the Riverside Municipal Golf course and recommend potential improvements.
The prospect of an outside firm examining the 240-acre course has churned up an issue that began last year and raised fears among golfers about a new manager raising fees or buying the course.
While Riverside is not for sale, city officials acknowledge that there may be a better way to run the money-losing course.
The course, one of six municipal courses in Maine, has lost almost $200,000 since 2001.
It is projected to break even this year, said Mike Bobinsky, the city’s director of public services.
"We want to look at how well we do vis-a-vis the industry, get tips on how we can improve," said City Councilor John Anton.
"People fear a third party managing it. That’s not the objective, but nothing is off the table."
Anton said the city will use the plan suggested by the consulting firm to hold the golf course staff accountable and help measure Riverside against similar municipal courses.
"We will ask the consultant to weigh the pros and cons of outside management," said Bobinsky. "this is not for the selling of the golf course."
Portland and cities ranging from Bangor to Duluth, Minn., to Indianapolis, have looked at ways to better operate their city-owned golf courses.
There are 2,431 municipal courses nationwide, according to the National Golf Foundation. Cities develop municipal courses to provide an affordable option for a pricey sport.
Riverside golfers expressed mixed opinions Monday about who should manage the 18-hole North course and the nine-hole South course.
"The city should get out of the business of running a course. they don’t know the business of golf," said Peter Beal, who has played at the North course for five years. "Let someone else lose the money."
Will Bartlett, who has been a member at Riverside since 1967, said, "I think it’s very well run. Nothing good can come from the idea of an outside firm running things."
The idea of outsourcing Riverside’s management has been raised periodically over the years when money has been tight. The issue resurfaced last year when the City Council’s Finance Committee looked for a new contractor to run the restaurant at the North course clubhouse.
The committee asked its staff to develop a business plan for Riverside, which has been owned and managed by the city since it was built in the 1930s.
At that point, Harris Golf, a Bath-based company that owns or manages seven courses in Maine, submitted an unsolicited proposal to manage Riverside. That raised concerns among golfers that an outside firm could come in and increase fees.
Harris said the course has changed too much from its original plan, with bunkers filled in and greens shrunk — an issue the current greenskeeper is trying to address.
Golfers also have complained about flooding from the Presumpscot River, which runs along one side of the course.
A year later, no major changes have been made, except for plans for a new clubhouse for the South course.
In the evaluation, city officials want a consultant to examine the course from top to bottom — from customer service and rounds of golf played, to capital investment plans and advertising, said Bobinsky.
The review also will look at winter sports at Riverside, such as cross-country skiing, skating and snow-shoeing.
"It’s a timely opportunity to look at the management structure," said Mayor Michael Brennan. "What’s best for the city is an open-ended question. What’s the best management structure? Does it make sense for the city to manage it, or an outside firm?"
Regardless of who runs the course, Brennan said, "you don’t want to lose money."
Riverside’s revenues for 2012 are projected to be $829,993, said Bobinsky.
That’s below the average of $1.32 million for an 18-hole course in Maine, and below the national average of $1.46 million, according to Todd Gabe, an economist with the University of Maine.
An annual membership for the 18-hole North course costs $735 for residents and $935 for non-residents.
Membership at the South course costs $485 for residents and $600 for non-residents.
In comparison, the privately owned, 18-hole Sable Oaks Golf Club in South Portland charges $1,550 a year for a membership.
Five out-of-state consulting firms submitted bids to review Riverside.
Harris Golf did not submit a bid. a decision on the bids is expected in the coming weeks, Bobinsky said.
The bidders are Trademark Golf Management of Alpharetta, Ga.; National Golf Foundation Consulting Inc. of Jupiter, Fla.; Golf Convergence Inc. of Castle Rock, Colo.; Sirius Golf Advisors of Dallas and Touchstone Golf Consulting Services of Hailey, Idaho. The bids range from about $18,000, for Touchstone Golf, to about $22,440, for Golf Convergence.

Donaldson, who opened the original BeachFire in San Clemente in 2002, said the chain’s third restaurant, Irons in the Fire at San Clemente Municipal Golf Course, remains open during the transition.
